By week 21, the eyebrows and eyelids are typically fully formed. The baby is swallowing amniotic fluid, which contributes to the development of the digestive system. The fetus is approximately the size of a carrot. Fine body hair (lanugo) continues to cover much of the skin. The legs are growing proportionally longer.

Around week 21, many people notice the baby's movements becoming more distinct and regular. Swelling in the feet or ankles is common. Some people experience heartburn more frequently.
